Short answer
You apply to Swedish programmes through one national portal, universityadmissions.se, pay a single SEK 900 application fee, and then apply separately to the Swedish Migration Agency for a residence permit for studies. As of 8 October 2026, the permit fee is SEK 1,500 for an adult, you must show at least SEK 10,656 a month for the whole permit period if you apply in 2026, and the agency decided 75 per cent of recent first time student cases within three months. Tuition must be paid before the permit can be approved.

How does studying in Sweden work for Pakistani students?
Sweden splits the process into two halves, and most of the confusion I hear in my office comes from families treating them as one. Admission is handled by the universities through a shared national portal. The permit to live in Sweden is handled by a separate government agency, after admission and after money has changed hands.
Four bodies matter. The Swedish Council for Higher Education, known by its Swedish initials UHR, runs the national application portal at universityadmissions.se. The university decides whether to admit you and sets your tuition fee. The Swedish Migration Agency, Migrationsverket, decides the residence permit for studies, and the Embassy of Sweden in Islamabad takes your passport, fingerprints and photograph on its behalf. The Swedish Tax Agency, Skatteverket, registers you after you arrive if your course is long enough.
One portal, one fee, and the permit last
You do not send a separate application to each university. You make one application on the national portal, list the programmes you want in order of preference, pay one fee and upload one set of documents. The ranking you submit decides which single offer you can receive.
You cannot then apply for the residence permit on a conditional offer. As of 8 October 2026, the Migration Agency’s page on studies at higher education says you are only considered to be finally admitted once you have paid your tuition fee, and that the fee must be paid before you apply. The sequence is fixed: apply, be admitted, pay, then apply for the permit.
The rules changed in June 2026
This is the part most older guides get wrong. New rules for residence permits for studies in higher education took effect on 11 June 2026. They introduced a limit on working during semesters, raised the study results a student must achieve, and added a duty to tell the Migration Agency your address. The agency’s own news item says that if you applied before 11 June 2026 but received your decision on or after that date, the new rules apply to you. Anything published before mid 2026 saying students in Sweden may work unlimited hours is out of date. If you are still choosing a country, the comparison of study destinations sets Sweden against the other main options.
How do you apply through University Admissions from Pakistan?
You apply online in one of two admission rounds, and for a Pakistani passport holder only the first one is realistic. The portal says so itself: students who need a residence permit should use the first round, because the second round does not leave enough time for the permit.
| Stage | First admission round | Second admission round |
|---|---|---|
| Round opens | 16 October 2026 | 15 March 2027 |
| Application deadline and last day to rank | 15 January 2027 | 15 April 2027 |
| Application fee deadline | 1 February 2027 | 23 April 2027 |
| Supporting documents deadline | 1 February 2027 | 21 June 2027 |
| Results published | 1 April 2027 for master’s, 8 April 2027 for bachelor’s | 9 July 2027 |
| Suitable for a Pakistani applicant | Yes, this is the round to use | No, too little time for the permit |
The application fee
As of 8 October 2026, University Admissions charges SEK 900 for the semester. It does not matter how many courses or programmes you have applied for, or whether you applied in more than one round in the same semester. You still pay SEK 900. The portal describes it as an administrative fee and says it cannot be refunded. Your application is not reviewed until the fee has reached the portal.
Citizens of countries outside the European Union, the European Economic Area and Switzerland are the group that pays. The portal lists narrow exemptions, such as holding a Swedish permanent residence permit or a temporary Swedish permit granted for a reason other than studies. An ordinary Pakistani applicant pays.
How many programmes you may rank
At master’s level you may select up to four programmes and put them in order. You can be offered only one place, and as soon as you are offered one, every programme you ranked below it is deleted. At bachelor’s level you may list up to eight courses and programmes, and the portal counts a maximum of 45 credits per semester, assessing from your first choice downwards until that ceiling is reached. The order is locked at the application deadline, so rank honestly rather than tactically.
Documents from Pakistan
The portal publishes country instructions, and the Pakistan pages are unusually specific. Read them before you scan anything. As of 8 October 2026, the master’s page for Pakistan was last updated on 6 October 2026.
- Master’s entry level. A four-year bachelor’s degree of at least 124 credits, or a bachelor’s followed by a master’s totalling four years of study.
- HEC attestation. All university transcripts and diplomas must be attested by the Higher Education Commission, including transcripts for incomplete studies. If your detailed marks certificate comes in two parts, both parts must be attested.
- The February 2009 rule. Documents attested by HEC before February 2009, with a stamp number under 200,000, cannot be verified and must be attested again.
- College documents. College-issued mark sheets are accepted only if countersigned by the degree-awarding university’s Controller of Examinations and then attested by HEC. College diplomas without HEC attestation are not accepted.
- Legible stamps. The digits on the HEC or IBCC stamp must be readable in your scan and must not be covered by other stamps.
- Bachelor’s applicants. The Intermediate or Higher Secondary School Certificate with the statement of marks, attested by the Inter Board Committee of Chairmen. If you finished school after 2009 without a pass in mathematics on the HSSC, you must also send the Secondary School Certificate, also IBCC attested.
- Identity. A document showing your name, photograph and CNIC number, such as the passport data page or your national identity card.
Two further details catch people out. Pakistani documents are normally issued in English, so the portal does not ask for translations. And your name and date of birth must match across every document and your portal account; a name change needs official documentation, and an affidavit is not accepted as that documentation.
What English level does a Swedish university ask for?
Sweden expresses the requirement in its own upper secondary terms rather than as a test score. The level is called English 6, also written as English Level 2. Bachelor’s programmes ask for it, and so do most master’s programmes, though some ask for English 5 and some for English 7. The programme page states which one applies.
The point Pakistani applicants most often miss is this. As of 8 October 2026, the University Admissions country instructions for Pakistan say that upper secondary studies in Pakistan do not satisfy the English requirement, even if you studied in English. A medium of instruction letter will not do it. You need an internationally approved test.
| Test | English 6 (Level 2) | English 7 (Level 3) |
|---|---|---|
| IELTS Academic | 6.5 overall, no section below 5.5 | 7.0 overall, no section below 6.0 |
| TOEFL iBT, results from 21 January 2026 | Total 4.5 on the 1 to 6 scale, no section below 4 | Total 5, no section below 4.5 |
| TOEFL iBT, results from 20 January 2026 or earlier | Total 90, written 20 | Total 100, written 20 |
| PTE Academic | 62 overall, writing 61 | 68 overall, writing 61 |
| Cambridge | C1 Advanced, minimum 180 | C2 Proficiency, minimum 200 |
| Not accepted | IELTS General Training, IELTS Indicator, First Certificate in English | Same |
Book the test on the published requirement, not on an agent’s rule of thumb. A 6.5 overall with a 5.0 in writing fails English 6 even though the overall score looks right, because no section may fall below 5.5. IELTS results are valid for two years, and University Admissions says it may accept older results where they can still be verified online.
How much is tuition, and why must you pay before the permit?
Tuition in Sweden is free for Swedish, EU, EEA and Swiss students and charged to everyone else. Pakistani students pay. There is no national fee table, because each university sets its own figure for each programme.
As of 8 October 2026, University Admissions says it is up to each individual university to decide what the tuition fee will be, and that the amount, including the first instalment, is shown in the portal’s search results and on the university’s own website. The Swedish Institute’s Study in Sweden service, run by a Swedish government agency, gives an average of around SEK 160,000 an academic year, with most programmes falling between roughly SEK 80,000 and SEK 320,000 and architecture and design at the upper end. Those are planning ranges. The only number you should budget on is the one printed on your own programme page.
Tuition drives the whole timeline
This is the most important sentence in the guide for anyone planning dates. As of 8 October 2026, University Admissions says an application for a residence permit will not be approved until the Swedish Migration Agency receives notification from your university that the tuition fee has been paid. The Migration Agency says the same from its side: you are only finally admitted once the fee is paid, and payment must come before you apply for the permit.
A student admitted on 1 April who waits until July to arrange the first instalment has not simply delayed a payment. They have delayed the start of a process whose published waiting time is measured in months.
You pay your university, not the portal. University Admissions says that it, the portal and UHR never send tuition invoices, so a tuition demand that appears to come from the admissions portal is not genuine. If you have not heard from the university a week or two after your offer, contact it using the address on its own website.
What scholarships exist for a Pakistani student in Sweden?
Two layers exist: the Swedish Institute, which is a Swedish government agency, and the universities themselves. Both are competitive, and neither should be the plan your family relies on.
The Swedish Institute Scholarship for Global Professionals
This is the best known Swedish government award for master’s students. It is restricted to citizens of a published list of eligible countries, and that list changes between calls, so the first thing to check is whether Pakistan appears on the list for the call you want. I could not confirm Pakistan on the current published list when writing this on 8 October 2026. Treat the award as unavailable until you have seen Pakistan named on the list for the call you are applying to, on the Swedish Institute’s own site, and do not build a funding plan around it.
The mechanics are worth knowing either way. You apply for an eligible master’s programme through University Admissions first, then use your admissions application number in the scholarship application. The award expects demonstrated work and leadership experience, so it is aimed at professionals rather than fresh graduates. For the 2026-2027 academic year the Swedish Institute’s portal was open from 9 February 2026 to 25 February 2026, closing at 14:59 Central European Time, with successful candidates published on 23 April 2026 and acceptance due by 30 May 2026. Expect a comparable rhythm for a later call. The application fee is payable even if you apply for a scholarship, and the Swedish Institute does not currently refund it to recipients.
University scholarships
Most Swedish universities run their own tuition waivers for fee-paying students, usually covering part or all of tuition but not living costs. Deadlines sit close to the admissions deadline, so read the scholarship page of each university you ranked on the day you submit.
A scholarship can also save you the permit fee. As of 8 October 2026, the Migration Agency charges no application fee for holders of a scholarship from Sida, the European Union, the Swedish Institute or Uppsala University’s International Science Programme, provided the scholarship covers living expenses and not only tuition and is paid during the permit period.
How does the residence permit for studies work?
Studies longer than three months need a residence permit, and it must be granted before you travel. You apply yourself, usually in the Migration Agency’s e-service, which needs you to be at least 18, with an email address, a Visa or Mastercard and the ability to scan or photograph documents. A paper form is submitted at a Swedish embassy or consulate-general instead.
| Item | Official figure or rule | Published by |
|---|---|---|
| Application fee, adult | SEK 1,500, not refunded if refused | Swedish Migration Agency |
| Application fee, child under 18 | SEK 750 | Swedish Migration Agency |
| Maintenance, applications made in 2026 | At least SEK 10,656 a month for the whole permit period | Swedish Migration Agency |
| Maintenance, applications made in 2025 | At least SEK 10,584 a month | Swedish Migration Agency |
| Reduction for free food | SEK 2,960 a month in 2026 | Swedish Migration Agency |
| Reduction for free housing | SEK 4,736 a month in 2026 | Swedish Migration Agency |
| Accompanying spouse or partner | Add SEK 4,440 a month | Swedish Migration Agency |
| Each accompanying child | Add SEK 2,664 a month | Swedish Migration Agency |
| Waiting time, first application | 75 per cent of recent cases decided within 3 months | Swedish Migration Agency |
| Permit length | Maximum one or two years depending on the institution, never beyond your studies or passport | Swedish Migration Agency |
What you must satisfy
- A decision showing you have been finally admitted to full-time studies in Sweden, on site rather than by distance learning. At a university or university college, 30 credits a semester counts as full-time.
- Your tuition fee paid, where you have one.
- Comprehensive health insurance if your studies last less than a year.
- Enough money for the entire period you apply for, at the monthly figure in the table above.
- A valid passport. The agency says you can never be granted a permit for longer than your passport is valid.
One year or two
The permit runs for a maximum of one or two years depending on which institution you attend, and never longer than your studies will last. As of 8 October 2026, the Migration Agency publishes a long list of institutions where a two-year permit is possible, including Lund, Uppsala, Stockholm, KTH and Chalmers. Where the permit covers the whole of your studies, two extra weeks are added at the end.
This matters for money as much as for dates, because the maintenance figure is assessed across the permit period. Ask your institution which length it is set up for before you calculate what you must show.
Study results
Permits come with a performance condition. Under the rules from 11 June 2026, a full-time student must achieve 37.5 credits in the first year and 45 credits a year from the second year onwards. Falling short, or working more than the permitted hours, can lead to a permit being revoked and can count against an extension. Students who already held a permit before 11 June 2026 come under the higher requirement when they extend.
How much money must you show, and in what form?
As of 8 October 2026, the Swedish Migration Agency requires at least SEK 10,656 a month if you apply in 2026, and SEK 10,584 a month if you applied in 2025. The amount must cover the entire period you are applying for. Sweden does not phrase this as a fixed number of months, so the total depends on the length of permit you are granted, which is why the one-year or two-year question above matters.
The forms of proof the agency accepts
- Your own bank assets. A bank statement issued no more than four months before the date the permit is to take effect, showing the account holder, the bank’s name, the date of issue, the balance and the currency. If your country requires central bank permission to take the money out, that permission must be included.
- A scholarship. A document naming the provider, confirming you are the recipient, and giving the period, the amount, the payment schedule and how much of it covers living expenses.
- Employment income. An employment certificate, not merely a job offer, with payslips.
- Student grants or loans from your home country.
You may combine these. What you may not do is rely on a relative. Private individuals are not accepted as sponsors, and money from family must be treated as your own bank assets, which means it has to sit in an account in your name. For a Pakistani family that usually means a transfer from a parent into the student’s account well before the application, with the bank papers dated inside the four-month window. Start early, keep every receipt, and keep the account active rather than parking a lump sum for a week.
Do you need insurance, and what covers you in Sweden?
The rule turns on the length of your studies, which surprises students who expect to buy a policy either way. If your studies last less than a year, you need comprehensive health insurance valid for the whole time you will be in Sweden. The Migration Agency says the cover must include emergency and other medical care, hospital stays, emergency dental care, and transport home for medical reasons. It may come through your institution or from your own policy, and the document goes in with the application.
If your studies last at least a year, the Migration Agency instead expects you to register in Sweden’s population register, which is what gives access to health, medical and dental care. That is a step you take after you arrive, not before, and it is covered below. Most Pakistani students on a full degree fall in this second group, while a one-semester exchange falls in the first. Read the length on your admission decision rather than assuming.
How are passports and biometrics handled in Pakistan?
The Migration Agency cannot decide your case until it has seen your passport, and the Embassy of Sweden in Islamabad does that part on its behalf. As of 8 October 2026, the embassy’s own pages say it handles residence permits, work permits, study permits and visitor’s residence permits for the Migration Agency.
That is worth saying plainly, because other Nordic missions in Islamabad have moved their work elsewhere. A notice published by the embassy on 3 April 2025 said that from 9 April 2025 applicants who have applied for a permit to work, study or live with someone in Sweden can once again visit the embassy in Islamabad to provide biometric data, have their passport checked or be interviewed. On 8 October 2026 the embassy’s news page carries no notice closing that service or routing Pakistani residence permit applicants to a mission in another country.
The appointment
- You must book before you visit. Residence permit appointments are requested through the form on the embassy’s own website, and the embassy states that all appointments are free of charge and handled exclusively through official channels.
- At the appointment you present your passport and are fingerprinted and photographed, at the embassy or consulate-general you selected in your application.
- In some cases the agency asks you instead to present your passport for a digital check through an app. If the permit is granted, your fingerprints and photograph are then taken after you arrive in Sweden.
- Interviews may be held by video link, sometimes handled by a different embassy.
- The migration section at the Islamabad embassy publishes a phone window of Monday to Thursday, 14:00 to 15:00.
- For a permit longer than three months, the photograph and fingerprints are used to produce a residence permit card. That card, with your passport, is what you travel on.
Where VFS Global fits
VFS Global in Islamabad accepts Schengen visa applications on the Migration Agency’s behalf, and the embassy’s page is explicit that VFS Global does not make any decisions or assessments in applications. A Schengen visa can be issued for a maximum of 90 days, and the page says that for visits longer than 90 days you must apply for a residence permit instead. A student going to Sweden for a degree is therefore not on the VFS Schengen route at all. If you have been told to lodge a degree-length study application at a visa centre as though it were a tourist visa, something is wrong with the advice you have been given. Sweden also has an honorary consulate in Lahore and a consulate in Karachi, but neither replaces the embassy for the biometric step unless the agency tells you otherwise.
Housing, arrival and the personal identity number
Swedish student housing is tight in the big university cities, and the address you settle on has consequences beyond rent, because registration and almost everything administrative follows from it.
- Apply for university-arranged accommodation the day your offer arrives. Many Swedish universities prioritise housing for fee-paying international students, but the windows are short.
- Use the housing partners your university names. Rental fraud aimed at international students is common, and a room advertised only on a social media group is a risk. Never send a deposit for a room nobody at the university can confirm.
- Budget above the Migration Agency’s monthly figure. The maintenance amount is a legal floor, not a realistic Stockholm or Gothenburg budget.
Registering with the Tax Agency
If you will live in Sweden for a year or more, the Swedish Tax Agency expects you to be entered in the population register. As of 8 October 2026, its pages for non-EU citizens say you notify your move through the Moving to Sweden e-service, that you must show a valid Swedish residence permit, and that after arriving you and any family moving with you must visit a Swedish state service centre in person for an identity check. Some centres want an appointment. You cannot submit the notification earlier than 14 days before the date of your move.
When you are first listed in the population register you are assigned a personal identity number, the personnummer, which stays with you for life. It is the key to a bank account, a doctor, a phone contract and a rental agreement. If you are staying under a year you should not be registered, and a coordination number can be applied for instead.
Separately, under the rules from 11 June 2026, you must tell the Migration Agency your address within 30 days of receiving your permit, and again whenever you move within Sweden. That duty does not apply if you are population registered, but in the gap between arriving and being registered it does.
Can you work while studying in Sweden?
Yes, but no longer without limit, and this is the change that most affects how a Pakistani family should budget. As of 8 October 2026, the Migration Agency says that for permits granted on or after 11 June 2026, the starting point is a maximum of 15 hours a week during semesters. During June, July and August there is no limit.
- Certain work falls outside the limit: work in education, student representation, administration, traineeships, research or artistic research, where it is at your own university or university college or connected to your programme.
- A graduate who has completed a programme of at least two semesters and holds the diploma or certificate may work without limit while the permit remains valid, unless they apply for a new first or second cycle study permit.
- Students who held a permit before 11 June 2026 are not caught by the 15-hour limit until they extend.
- Exceeding the limit can lead to the permit being revoked and can count against an extension.
Fifteen hours at a Swedish student wage helps with groceries and a phone. It does not pay tuition, and the Migration Agency does not count expected earnings towards the maintenance requirement. Any package sold in Pakistan as study in Sweden and cover your costs by working is describing something the hours rule does not allow. The guide to studying in Germany and the guide to studying in the Netherlands explain how the same question is handled in those systems.
What happens after graduation?
Sweden has a published permit for staying on to look for work. As of 8 October 2026, the Migration Agency says you may apply if you hold a Swedish residence permit for higher education and have completed an entire higher education programme of at least two semesters at a university or university college with passing grades in all courses. Vocational programmes do not count, and you must apply before your current permit expires. It runs for up to one year after a bachelor’s or master’s and between one and 18 months after doctoral studies, the fee is SEK 1,500 for an adult and SEK 750 for a child under 18, and the maintenance requirement is the same SEK 10,656 a month for applications made in 2026, covering the whole permit period.
That is as far as this guide goes. What a graduate does with that year belongs to the work routes, and this site does not publish work visa guides. The point for a family deciding now is that the path exists, it is time limited, and it depends on finishing the degree properly.
How do you avoid scams on a Sweden application?
Sweden is a hard country to sell a false promise about, because almost every figure is published and almost every step is one the student takes personally. So the scams attack the gaps.
- Paid appointments. The Embassy of Sweden in Islamabad published a notice on 26 November 2025 about people falsely claiming to represent Swedish authorities, including the Migration Agency and the embassy itself, who say that for a fee they can obtain an earlier interview appointment or influence the outcome of a residence permit application. The embassy says it has no affiliation with anyone offering such services, that residence permit appointments are arranged only by the embassy, prioritised in order and provided free of charge, and that it does not use WhatsApp for official communication on cases. Nobody can buy you a decision.
- Fake tuition invoices. University Admissions and UHR never send tuition invoices. Tuition is paid to the university that admitted you, using details the university sends you.
- Guaranteed admission. Admission is a university decision made from your ranked application and your attested documents. An agent who guarantees a place at a named Swedish university is selling something they do not control.
- Arranged bank statements. The Migration Agency wants statements no older than four months showing your own funds, and it does not accept a private individual as a sponsor. Money borrowed for a week and returned is both a weak file and a dishonest one.
- Scholarship and housing fees. Neither the Swedish Institute nor a Swedish university charges a middleman fee to consider a scholarship application, and housing money should go only to the university or a provider it names.
- Promises of work. The 15-hour semester limit is now in the rules. Anyone quoting unlimited work hours is working from pre-June 2026 information.
The guide to checking a visa consultant in Pakistan sets out the registration and licence checks and where to report fraud. If a previous student application was refused, for any country, read the guide to student visa refusals before you apply again, because application forms ask about your history. If you have already paid someone and have doubts, you can book a free first consultation and bring the receipts and messages.
How do you apply, step by step?
The order below is the one the rules force on you. Admission first, money second, permit third, embassy appointment last. The only part you control is how early you start.
Choose your programmes and check your documents against the Pakistan instructions
Search the official University Admissions portal for English-taught programmes, read the entry requirements and the tuition fee on each programme page, then read the portal’s own country instructions for Pakistan. Master’s applicants need HEC attestation on every transcript and diploma. Bachelor’s applicants need IBCC attestation on the HSSC and the statement of marks.
Apply in the first admission round and rank your choices before the deadline
Create an account on universityadmissions.se and apply in the first round, which for autumn 2027 opens on 16 October 2026 and closes on 15 January 2027. You may rank up to four master’s programmes or up to eight bachelor’s courses and programmes. The ranking is locked at the deadline, so put the programme you actually want first.
Pay the SEK 900 application fee and upload your documents in time
Pay the SEK 900 application fee as soon as you have applied. It is one fee per semester whatever you have applied for, and it is not refundable. For autumn 2027 the fee and the supporting documents are both due by 1 February 2027. Applications are not assessed until the fee has been paid.
Accept your offer and pay the first tuition instalment
Results for autumn 2027 are published on 1 April 2027 for master’s and 8 April 2027 for bachelor’s. The university, not University Admissions, then sends you the tuition payment details. You are only treated as finally admitted once the tuition fee is paid, and the Migration Agency will not approve a permit until the university confirms the payment.
Apply to the Swedish Migration Agency for the residence permit for studies
Apply in the Migration Agency’s e-service with your admission decision, your passport copy, your insurance document if your course is under a year, and your bank papers. The fee is SEK 1,500 for an adult. Show at least SEK 10,656 a month for the whole permit period if you apply in 2026, and use a bank statement issued no more than four months before the permit is to start.
Attend the Embassy of Sweden in Islamabad for your passport, fingerprints and photograph
The Migration Agency cannot decide until it has seen your passport. You book a free appointment at the embassy in Islamabad through the form on its own website, present the passport and give your fingerprints and photograph. In some cases you are asked for a digital passport check through an app instead, with biometrics taken after you arrive in Sweden.
Travel, settle your housing, then register with the Tax Agency
Collect your residence permit card, travel in time for the start of term, and move into accommodation you have confirmed in writing. If your studies last a year or more, notify the Swedish Tax Agency through its Moving to Sweden e-service and attend a service centre in person for the identity check. Tell the Migration Agency your address within 30 days of receiving the permit.
What goes wrong most often?
Applying in the second round
The second round looks like a second chance, and for a student living in Sweden it is. For a Pakistani applicant it is not, because the results land in July and the permit alone has a three-month published waiting time. The portal says so itself. Use the first round.
Attestation done late or done wrong
HEC attestation on every transcript, including incomplete studies, IBCC attestation on the HSSC, legible stamp digits, and a re-attestation if the original stamp predates February 2009. Students who leave this until January miss the 1 February document deadline, and the application is closed rather than assessed.
Treating an offer as the finish line
An offer is not final admission. The tuition instalment is what turns it into one, and the Migration Agency will not approve a permit until the university confirms the payment. Every week between the offer and the payment is a week added to the permit timeline.
Relying on a parent’s account
The Migration Agency does not accept a private individual as a sponsor. Money from family must be in the student’s own account, with a statement issued inside the four-month window. Families who show a parent’s balance instead find the application assessed without the funds they thought they had proved.
Budgeting on unlimited work
Plenty of material online still says students in Sweden may work as many hours as they like. Since 11 June 2026 the starting point has been 15 hours a week during semesters. A budget built on 30 hours of part-time work fails in the first semester, and the breach itself can cost the permit.
Letting the passport run short
A permit can never run longer than the passport. Students with a passport close to expiry receive a short permit and an extension application they did not plan for, at a published six-month waiting time. Renew in Pakistan first.
A realistic example
This is a hypothetical illustration, not a real client. Hira is from Faisalabad. She has a four-year BS in computer science from an HEC-recognised university, and she wants an English-taught master’s in Sweden starting in August 2027. Her father will fund her.
- October 2026. The first round opens on 16 October. She shortlists four master’s programmes, notes the tuition fee printed on each page, and reads the Pakistan country instructions. Her degree is four years, so the 124-credit rule is satisfied.
- November and December 2026. She sends her transcripts and degree to HEC for attestation, checks the stamp digits are legible in her scans, and sits IELTS Academic, because her Pakistani upper secondary English does not count. She scores 7.0 overall with 6.5 in every band, submits the application, ranks the four programmes honestly and pays the SEK 900 fee.
- January 2027. She finishes uploading by the middle of the month, well before the 1 February document deadline.
- 1 April 2027. She is admitted to her second choice. The university emails the tuition details within a week. She pays the first instalment immediately and keeps the receipt.
- Mid April 2027. Her father has already moved the year’s living costs into her own account, so the balance has history rather than appearing overnight. She orders a fresh bank statement dated inside the four-month window, applies in the Migration Agency’s e-service, and pays SEK 1,500. She then books a free appointment at the embassy in Islamabad through its own form and gives her passport, fingerprints and photograph.
- July 2027. The decision arrives inside the three-month published window. She collects her residence permit card, confirms the university housing she applied for in April, and books her flight.
- August 2027. She arrives, notifies the Tax Agency through the Moving to Sweden e-service, attends a service centre for the identity check, receives her personal identity number, and tells the Migration Agency her address inside 30 days.
Nothing in Hira’s file is clever. She did each step in the order the rules require and left time in hand at every stage. That is the whole method.
The version that goes wrong
Now imagine her cousin Usman, 21, with a two-year BA. An agent in the local market sells him admission plus visa to a Swedish master’s for a lump sum, tells him Sweden is free because he has read about EU students, and promises he can work his costs off in Stockholm. The two-year BA does not meet the four-year master’s rule, so no Swedish university admits him. Even if one had, he would have faced a tuition bill before any permit could be approved, a maintenance figure his borrowed statement would not support, and a 15-hour work limit that makes the earnings plan impossible.

Frequently asked questions
Do Pakistani students apply to Swedish universities one by one?
No. Almost all first and second cycle programmes are applied for through one national portal, universityadmissions.se, run by the Swedish Council for Higher Education. You create one account, rank your choices and pay one application fee. As of 8 October 2026 that fee is SEK 900 for the semester, whether you apply to one programme or to eight, and it is not refundable because it is an administrative fee.
How much money must I show for a Swedish study residence permit?
As of 8 October 2026, the Swedish Migration Agency requires at least SEK 10,656 a month if you apply in 2026, and SEK 10,584 a month if you applied in 2025. The money must cover the whole period you apply for, not a fixed number of months. The amount falls by SEK 2,960 a month if your institution gives you free food and by SEK 4,736 a month for free housing.
What does the Swedish residence permit for studies cost?
As of 8 October 2026, the Swedish Migration Agency charges SEK 1,500 for an adult and SEK 750 for a child under 18, and it does not refund the fee if the application is rejected. There is no fee for students at the World Maritime University in Malmo, for Japanese citizens, or for holders of a Sida, EU, Swedish Institute or Uppsala International Science Programme scholarship that covers living costs and not only tuition.
How long does the Swedish Migration Agency take to decide?
As of 8 October 2026, the agency’s published waiting times say that 75 per cent of recently decided first time higher education study cases were decided within three months, with extensions at six months and accompanying family at five months. The figures are based on cases decided in the last 12 months. The agency processes applications in the order they arrive and says priority is not possible, so apply as soon as your tuition instalment is paid.
What is the application deadline for autumn 2027 in Sweden?
As of 8 October 2026, University Admissions lists the first round for autumn 2027 as opening on 16 October 2026 and closing on 15 January 2027, with the application fee and supporting documents due by 1 February 2027. Results come on 1 April 2027 for master’s and 8 April 2027 for bachelor’s. The portal tells students who need a residence permit to use the first round, because the second round leaves too little time.
What IELTS score do I need to study in Sweden?
Bachelor’s programmes and most master’s programmes ask for the Swedish level called English 6. As of 8 October 2026, University Admissions accepts IELTS Academic with 6.5 overall and no section below 5.5 for English 6, and 7.0 overall with no section below 6.0 for English 7. IELTS General Training and IELTS Indicator are not accepted. PTE Academic is 62 overall with 61 in writing for English 6.
Does my Pakistani degree need HEC attestation for Sweden?
Yes. As of 8 October 2026, the University Admissions country instructions for Pakistan say all university transcripts and diplomas must be attested by the Higher Education Commission, including transcripts for incomplete studies, and that the stamp digits must be legible in your scan. Documents attested before February 2009, with a stamp number under 200,000, cannot be verified and must be attested again. Bachelor’s applicants need IBCC attestation on the HSSC instead.
How much is tuition in Sweden for Pakistani students?
Each university sets its own fee, and the figure for your programme appears on the programme page in the official admissions portal and on the university’s own site. The Swedish Institute’s Study in Sweden service gives an average of around SEK 160,000 an academic year, with most programmes between roughly SEK 80,000 and SEK 320,000 and architecture and design at the top of that range. Treat the programme page as the only figure that matters.
Can I work while studying in Sweden?
Within a limit. As of 8 October 2026, the Migration Agency says that for permits granted on or after 11 June 2026 the starting point is a maximum of 15 hours a week during semesters, with no limit in June, July and August. Work in teaching, research, administration, student representation or a traineeship at your own institution or tied to your programme is treated differently. Working beyond the limit can cost you the permit.
Do I need health insurance, and will I get a personal identity number?
If your studies last less than a year you need comprehensive health insurance for the whole stay, covering emergency and other medical care, hospital care, emergency dental care and medical transport home. If your studies last at least a year, the Migration Agency instead expects you to register in the population register. The Swedish Tax Agency registers people who will live in Sweden for a year or more and assigns a personal identity number on first registration.
Can I stay in Sweden to look for work after I graduate?
There is a separate permit for that. As of 8 October 2026, the Migration Agency says you may apply if you have completed a whole higher education programme of at least two semesters at a university or university college with passing grades in all courses, and you must apply before your current permit expires. It runs for up to one year after a bachelor’s or master’s, and the fee is SEK 1,500. What follows is a work route, which this guide does not cover.
Can Ch. Bilal Rasheed help me study in Sweden?
He offers a free first consultation in Lahore, on WhatsApp or by phone, with general guidance on programmes, the University Admissions portal, attestation and the documents the published rules ask for. No one can guarantee a permit, and the decision belongs to the Swedish Migration Agency. He is an immigration advisor in Pakistan, not a Swedish lawyer.
