Short answer
You apply to an Italian university, then pre-enrol on the free Universitaly portal, and only once the university validates that pre-enrolment can you apply for a type D study visa. How does studying in Italy work for Pakistani students?
Three bodies are involved, and each has its own job. The university decides admission. The Ministry of University and Research runs the rules and the Universitaly portal. The Embassy of Italy in Islamabad decides the visa. After you arrive, the police immigration office, the Questura, issues your residence permit.
The Ministry publishes one set of procedures for international students, now valid for two academic years, 2026/27 and 2027/28. I read that document before advising any family, because universities, embassies and the Questura all work from it. One decision does not guarantee the next
The Ministry’s procedures make three points that surprise many families. A university’s acceptance gives no right to a visa. A visa gives no right to complete enrolment. And being in Italy, or holding a scholarship, does not make up for documents that fail the university’s authenticity checks. Every stage has to be right on its own.
What the embassy weighs
The procedures also say visa officers assess migration risk. They look at the student’s and family’s social and economic position, the type and quality of earlier studies, and whether the chosen course makes sense after them. A commerce graduate who suddenly applies for a nursing foundation course with thin funds will face harder questions than a computer science graduate going on to a related master’s.
What is Universitaly pre-enrolment, and when is the deadline?
Universitaly is the Ministry’s official portal. For any student who needs a visa, pre-enrolment on Universitaly is compulsory, and the Ministry describes it as the only free and official channel. No agent needs to charge you for access to it.
How pre-enrolment works
- You create an account and fill in the pre-enrolment form for your chosen course.
- The university reviews it, may ask for more documents, and validates it on the portal.
- The validated summary is what you take to the visa appointment.
- If you are still in your final year of school, the application is accepted with a reservation until results arrive.
The University of Bologna’s guide to Universitaly says you can pre-enrol for only one programme at a single university, and advises choosing carefully. The Ministry’s procedures also tie the visa and residence permit to a single course. So pick your course before you pre-enrol, not after.
The new cap on validations
From 2026/27, the Ministry’s procedures limit how many pre-enrolments each university may validate: the number of places it sets aside for international students, plus 20%. Once that ceiling is reached, the portal stops further validations. In practice, late applicants to popular courses may find the door closed even before the formal deadline. Apply early.

The ministerial date is the outer limit, not the target. Universities publish their own pre-enrolment and visa dates for each course. The University of Milan, for example, told 2026/27 applicants to pre-enrol on Universitaly by 31 July 2026. Plan backwards from your university’s date.
How do you get admission to an Italian university from Pakistan?
Apply directly to the university first. Each university runs its own application, usually through an online portal, and decides whether your Pakistani qualifications meet its entry requirements. The Ministry’s procedures say this evaluation belongs to the university alone.
Bachelor’s degrees
The Ministry requires a final secondary school qualification obtained after at least 12 years of schooling. Intermediate (FSc, ICS, FA, I.Com) normally completes 12 years in Pakistan, and A levels are usually treated in a similar way once IBCC has issued equivalence. Some courses add an entry test, such as TOLC, and a few programmes have limited places decided by ranking.
Medicine, dentistry and veterinary medicine are a special case. The Ministry’s procedures note that a law of March 2025 changed how these courses are accessed, and that the rules for international students would follow in a separate note. Master’s degrees
You need a bachelor’s degree that counts as a first-cycle degree under the Bologna framework, level 6 in European terms. A four-year Pakistani bachelor’s recognised by HEC usually fits. Universities look closely at whether your earlier subjects match the master’s you want, and many ask for a statement of purpose, a CV and references.
Language
For Italian-taught degrees, universities test Italian at B2 or above, unless you hold a recognised Italian certificate at that level. For courses taught in English, the Ministry’s procedures ask for a certificate showing at least B2 in all four skills: listening, reading, speaking and writing. The embassy’s student checklist lists a valid IELTS certificate. Other tests may be accepted by some universities, so check before you book.
Do you need a Declaration of Value or a CIMEA statement?
Usually one or the other. Italy needs to know what your Pakistani qualification is worth in Italian terms, and whether it is genuine. There are two ways to show that: statements from CIMEA, Italy’s ENIC-NARIC recognition centre, or a Declaration of Value issued by the Italian embassy in the country where you studied.
What the Ministry’s procedures say
For a bachelor’s visa, the procedures say the original school certificate must be accompanied either by CIMEA’s statement of comparability and statement of verification, or by a Declaration of Value. Where the Declaration of Value does not state that authenticity was checked, it covers comparability only. For master’s courses, the procedures leave it to the university to decide which document it wants.
The Declaration of Value in Islamabad
The Embassy of Italy in Islamabad’s student visa checklist says the Italian institution should tell you in writing whether a Declaration of Value is needed. If it is, you complete the embassy’s Declaration of Value request form, follow its checklist, and submit it with the visa application. Your certificates must already carry HEC or IBCC and Ministry of Foreign Affairs attestation.
CIMEA statements
CIMEA issues its statements online, after you upload your documents. Many universities now prefer this route because it arrives before the visa stage and includes a verification of authenticity. Fees and processing times are published by CIMEA and can change, so check them on its own website and allow several weeks.
Which HEC, IBCC and MOFA attestations do you need?
Pakistani documents have to be attested in Pakistan before Italy relies on them. The Embassy of Italy in Islamabad’s checklist says your degree, transcripts and related certificates must be attested by HEC or IBCC, and by the Ministry of Foreign Affairs, including the QR code.
- IBCC for Matric, Intermediate, O levels and A levels, including equivalence for British qualifications.
- HEC for bachelor’s and master’s degrees and their transcripts, where the university is HEC recognised.
- MOFA attestation after IBCC or HEC, with the QR code visible.
- Translations into Italian, where the university or embassy asks for them.
HEC and IBCC appointments can take weeks in busy months. I tell students to start attestation as soon as they have final results, even before they choose a university. The Germany study guide covers a similar attestation chain for German applications.
How much money do you need to show for an Italian study visa?
As of 18 September 2026, the Ministry’s procedures for 2026/27 and 2027/28 set the means of subsistence at €10,179.85 a year. The figure comes from the Interior Ministry’s table of reference amounts. The procedures state it as an annual sum. Divided by twelve, it is roughly €848 a month, but that monthly figure is my arithmetic, not an official number.

What the embassy checks
The procedures put the burden on the embassy to confirm where the money came from and that it really belongs to the student or the family. It can look at account activity and at whether the balance fits the family’s income and assets. A large deposit a week before the appointment, with no history, is the classic red flag.
The Islamabad checklist asks for a sponsor’s affidavit of support, a recent bank statement with a bank letter, proof of relationship to the sponsor, the account holder’s tax returns for the last two years, and proof of the sponsor’s income. A NADRA Family Registration Certificate is on the same list, which is how the relationship is usually shown.
Plan for more than the minimum
The funds figure is a visa threshold, not a budget. Tuition, rent in cities such as Milan or Rome, the residence permit and your first months before any part-time income all come on top. The procedures also say the money should be seen in the wider context of the family, so that it is reasonable to expect it to last for the rest of the course.
How do you apply for the Italian study visa in Islamabad?
You apply for a national type D visa for study and university enrolment at the Italian mission for your place of residence. For Pakistan, that means the Embassy of Italy in Islamabad, for applicants who live in its consular jurisdiction.
Appointments through BLS-Intiana
In May 2026 the embassy announced that BLS-Intiana would allocate appointments directly to students whose 2026/27 pre-enrolment had been validated on Universitaly, in date order of validation. Details reach you by email. The embassy also warned that neither it nor BLS-Intiana asks for deposits, fees or commissions over WhatsApp or mobile contacts, and gave urp.islamabad@esteri.it as the address for reporting fraud.
The embassy’s checklist
- visa application form in English or Italian, signed and dated, with two recent photos on a white background;
- machine-readable passport valid for at least 18 months from the application date, with two blank pages, plus previous passports;
- the university’s acceptance stating course length and start date, and the pre-enrolment summary;
- attested degree, transcripts and certificates, and the Declaration of Value if the university needs it;
- tuition fee receipts, if the university requires payment first;
- financial documents from the student and sponsor, as described above;
- IELTS certificate and the NADRA Family Registration Certificate;
- proof of accommodation in Italy, a flight booking and travel medical insurance.
The embassy’s published checklist may be updated for each year, so download the current version from the embassy’s website before your appointment. The visa fee and the BLS-Intiana service charge are published by the embassy and the provider. Check them there rather than relying on an agent’s figure.
Fingerprints and interviews
The Ministry’s procedures note that since 11 January 2025 fingerprints are collected for national visas too. The embassy says it may ask for more documents or call you in person. Answer questions about your course, your university and your funds in your own words. If you cannot explain why you chose this course, the officer will notice.

What proof of accommodation and health insurance does Italy accept?
You need both. The Ministry’s procedures list suitable accommodation in Italy and adequate health insurance among the requirements for the visa and the residence permit.
Accommodation
Acceptable proof is usually a rental contract, a university residence allocation, or a hosting declaration from someone in Italy. The procedures are clear on one point: simply applying for, or being eligible for, a place in a university residence does not count as proof of accommodation. You need an actual place.
Be careful with online rental listings. Never send a deposit for a flat you have not verified, and prefer university housing offices, known student residences and written contracts.
Health insurance
At the visa stage, the Islamabad checklist asks for travel medical insurance with at least €30,000 of cover, valid for one year for a type D visa. For the residence permit, the procedures accept a foreign policy valid in Italy without limits on urgent hospital care, or an Italian policy with a statement from the insurer confirming no such limits.
Once in Italy, many students register voluntarily with the National Health Service. The Ministry of Foreign Affairs’ Study in Italy portal mentions an approximate annual contribution of €700 for that registration. Check the current amount with the local health authority when you arrive.
Can Pakistani students get DSU scholarships or fee waivers in Italy?
Some can, but no one can promise it. DSU stands for diritto allo studio universitario, the right to university study. Each Italian region runs a body that awards scholarships, housing and fee reductions based on family income and assets, and on academic progress. International students may apply on the same rules as Italian students.
What ISEE parificato means
Italian students prove their family’s economic position through a document called ISEE. For families whose income and assets are abroad, regional bodies calculate an equivalent, called ISEE parificato, from official documents you provide. Emilia-Romagna’s ER.GO call for 2026/27, for example, asks non-EU students for documents on family income for 2025 and assets held on 31 December 2025.
ER.GO says those documents must be issued by the competent authorities where the income was earned, legalised by the Italian diplomatic authorities, and translated into Italian. It does not accept self-declarations. It also warns that no agency or intermediary is needed to submit them, and tells students to beware of paid offers of help.

These limits apply only in Emilia-Romagna. Lombardy, Lazio, Piedmont, Tuscany and other regions publish their own calls, with their own limits, deadlines and document rules, usually in the summer. Read the call for the region where your university sits.
Fee waivers and reductions
Italian public universities set tuition on a sliding scale linked to ISEE, and many offer full or partial waivers to scholarship winners. Some use a flat fee for non-EU students instead. Each university publishes its own fee rules, so compare the fee page for your course rather than trusting a general figure.
Why I urge caution
DSU results arrive after the visa decision for many students, and awards depend on passing enough credits to keep them. The Ministry’s procedures say eligibility alone does not count as funds. Plan as if the scholarship will not come. If it does, it is relief, not rescue.
What must you do within eight working days of arriving in Italy?
Apply for your permesso di soggiorno, the residence permit for study. The Ministry’s procedures say students entering on a type D study visa must apply to the Questura for their city within eight working days of arrival.
How the application works
- Collect the application kit at a post office, or use your university’s help desk if it offers one.
- Submit it with copies of your passport, visa, tax code, enrolment proof, housing proof and insurance.
- Keep the post office receipt. It shows you applied on time and that you are lawfully present.
- Attend the Questura on the date given, with photos, for fingerprints.
The Study in Italy portal says the cost is generally €116.46 for a stay of up to one year, made up of a €16 revenue stamp, €70.46 for the electronic permit and €30 for postage. It also explains how to get your codice fiscale, the tax code you need for a bank account, a phone contract and health registration.
Renewal depends on your exams
Renewal is requested at least 60 days before the permit expires. The procedures say it is renewed for students who passed at least one exam in the first year and at least two in each later year. Withdrawing from your course removes the basis for your stay. Treat your studies as the condition of your permit, because legally that is what they are.
Can international students work in Italy, and for how many hours?
Yes, within a limit. A study permit allows employed work of up to 20 hours a week, with a yearly cap of 1,040 hours, under article 14 of Presidential Decree 394 of 1999.
Italy’s National Labour Inspectorate confirmed in a note of May 2022 that the weekly limit is fixed. You cannot work 35 hours one week and five the next, even if your yearly total stays under 1,040. Employers who break the limit can face consequences, and so can your permit renewal.
Part-time work helps with daily costs, but jobs are not easy to find without Italian, and wages will not cover tuition and rent in a big city. Staying on after graduation follows separate rules that change over time, and this guide does not cover them.
How do you avoid agent scams when applying to Italy?
Italy is a common target for scams in Pakistan because the process has several steps that sound technical. Most frauds rely on the student not knowing which steps are free and who decides what.
- Anyone selling “guaranteed” admission or a “confirmed” visa. Only the university and the embassy decide.
- Charges for Universitaly pre-enrolment. The portal is free.
- Requests for an “appointment fee” on WhatsApp. The embassy says it and BLS-Intiana do not ask for money that way.
- Bank statements “arranged” for a fee, or loans parked in your account for a week.
- Paid help with ISEE parificato documents. ER.GO says no intermediary is needed.
- Rental deposits for flats you cannot verify.

How do you apply, step by step?
The order below is the one that avoids wasted fees. Work from your university’s deadline backwards, not from the ministerial one.
Choose one course and read its admission page
Pick a programme at a public or private Italian university and read its page for international students. Note the admission window, the documents it wants, the language of teaching, any entry test and its own deadline for visa applicants.
Attest your documents in Pakistan early
Get your Matric and Intermediate certificates attested by IBCC, or your degree and transcripts by HEC, and then by the Ministry of Foreign Affairs. Take an English test at CEFR B2 or above, such as IELTS, if the course is taught in English.
Apply to the university and secure admission
Submit the university’s own application and wait for its decision. Some universities ask you to wait for admission before pre-enrolling, so follow the order your university gives.
Pre-enrol on Universitaly and wait for validation
Complete the free pre-enrolment application on the Universitaly portal for the one course you have chosen. The university checks it and validates it on the portal. Only validated applications can go forward to the visa stage.
Arrange the CIMEA statements or the Declaration of Value
Ask the university in writing which it accepts: CIMEA’s statements of comparability and verification, or a Declaration of Value from the Embassy of Italy in Islamabad. Start early, because either route takes time.
Prepare the visa file and attend the appointment
Once validated, the Embassy of Italy in Islamabad allocates appointments through BLS-Intiana. Bring the full checklist: funds of at least €10,179.85 a year, accommodation, insurance, attested documents and your validated pre-enrolment summary. Fingerprints are taken.

What goes wrong most often?
Pre-enrolling for the wrong course
Students pre-enrol for a course before checking whether their qualification fits it, then find it cannot be changed easily. Because pre-enrolment covers one programme at one university, choose after admission, or at least after reading the entry rules.
Leaving CIMEA or the Declaration of Value too late
Both routes take time, and HEC or IBCC attestation must come first. A student who starts in October for a November deadline often runs out of days, especially after the new cap on validations.
Showing money with no history
Funds must be lawful and traceable, and the embassy compares them with the family’s income. A sudden deposit, a sponsor with no tax returns, or a distant relative with no documented tie invites a refusal.
Counting on the DSU scholarship
Families sometimes plan the whole budget around a regional scholarship that has not been awarded. It does not count as visa funds, and it may arrive late or not at all.
Missing the eight-day window
Busy first weeks, travel to another city, or confusion about the post office kit push the permit application past eight working days. Put it in your diary before you fly.
A realistic example
This is a hypothetical illustration, not a real client. Hamza is from Faisalabad. He has a four-year BS in computer science from an HEC-recognised university and IELTS 6.5, and he wants an English-taught master’s in Italy starting in autumn 2026. His father, a textile trader who files tax returns, will sponsor him.
- January. Hamza gets his degree and transcripts attested by HEC and then MOFA. He shortlists three courses and reads each admission page.
- February to April. He applies to two universities directly and asks each, in writing, whether they want CIMEA statements or a Declaration of Value.
- May. He is admitted to a course in data science. He pre-enrols on Universitaly for that single course and starts the CIMEA application the university asked for.
- June. The university validates his pre-enrolment. He books a room through the university’s housing office and buys insurance that meets the embassy’s checklist.
- July. BLS-Intiana emails an appointment. His father’s account shows more than €10,179.85 in rupees, with a steady history, two years of tax returns and an affidavit. The FRC proves the relationship.
- September. The visa is issued. Within a week of landing, he files his permit kit at the post office and keeps the receipt.
He also applies to the regional DSU body with legalised income papers, but his budget does not depend on it. That is the approach I would want any family to take.
The version that goes wrong
Now imagine his classmate Areeba, from Sialkot. An agent tells her that admission is “confirmed”, charges her for Universitaly, and arranges a bank statement with money borrowed for ten days. She pre-enrols for a course that does not accept her degree subject. The university refuses validation, and when she tries another course the cap has been reached. If she had reached the embassy, the borrowed funds would likely have been a bigger problem than the course.
