How do you study in Hungary from Pakistan? (2026)

Hungary is one of the cheaper European degrees a Pakistani family can realistically fund, and the Stipendium Hungaricum scholarship sends a few hundred Pakistani students there every year. This guide explains the residence permit, the fee, the funds condition, the thirty-hour work limit and the rules that quietly end a permit.

Short answer

You need a residence permit for the purpose of studies, not a student visa on its own. Is Hungary a realistic choice from Pakistan?

For many profiles, yes. Hungary sits inside the European Union, teaches a wide range of degrees in English, and its tuition is well below what the same subject costs in the UK or the United States. It is also the European destination where a Pakistani student has a published, government-run scholarship route with seats actually allocated to Pakistan.

Two things. The first is treating the scholarship stipend as a living wage, which it is not. The second is treating the permit as a settled right once it arrives. What permit do you actually need, and who decides?

Hungary issues a residence permit for the purpose of studies. The decision-maker is the National Directorate-General for Aliens Policing, often shortened to its Hungarian initials OIF. The word to notice is full-time. A part-time or distance arrangement is not what this permit is for, whatever a recruiter tells you.

Who cannot

The published exclusions include asylum applicants, recognised refugees and people with subsidiary or temporary protection, people with tolerated status, people whose expulsion has been suspended, EU long-term residence holders, and holders of another member state’s study permit who are not covered by an EU or multilateral mobility programme or an inter-institutional agreement.

An extension also requires that you have actually lived in Hungary for at least 90 days in any 180-day period. A student who spends most of the year elsewhere is storing up a problem.

How do you get admission to a Hungarian university?

You apply to the institution directly, or through the Stipendium Hungaricum call if you are chasing the scholarship. Nothing in the immigration process can start until the university has issued an admission document, because proof of your learning relationship is one of the conditions for the permit.

Get the document recognition question answered early

Hungarian institutions assess foreign qualifications before they admit. Ask the admissions office in writing what it needs from a Pakistani applicant, because attestation of degrees and certificates takes weeks in Pakistan and cannot be rushed at the end.

What does tuition cost in Hungary?

There is no national figure. Each institution sets its own tuition for self-financed international students, and the amount depends on the subject, the level and the institution. This is the single most common place where an agent’s quote and reality part company.

Read the fee per semester, not per year

Hungarian universities very often publish tuition per semester. A figure that looks affordable annually is sometimes a semester figure, which doubles the real cost. Take the number from the programme’s own page on the university website and check which period it covers.

As one official example, on a fee page dated January 2026 the Hungarian University of Agriculture and Life Sciences lists its English-taught Agricultural Engineering bachelor’s at EUR 2,200 per semester, and Viticulture and Oenology Engineering and Wildlife Management Engineering at EUR 3,000 per semester. Expect to pay before you travel

Proof that the tuition fee has been paid is a listed condition of the permit. Several Hungarian institutions ask self-financed students to pay the first two semesters before admission is finalised and before entering Hungary. Budget for that timing, because it lands before you know the permit decision.

What does Stipendium Hungaricum cover, and how do Pakistanis apply?

Stipendium Hungaricum is the Hungarian state scholarship, and Pakistan is a long-running participant. Applications from Pakistani and Azad Jammu and Kashmir nationals are handled through the Higher Education Commission alongside the scholarship’s own portal.

It is a contribution, not full maintenance

The Hungarian institutions themselves say the stipend does not fully cover living costs. A dormitory place depends on availability, and if you end up renting privately, HUF 40,000 a month may not cover the rent. A family that accepts a Stipendium place without budgeting for the gap gets a difficult first winter.

The Pakistani side of the process

For the 2026-27 cycle, the Higher Education Commission invited applications for bachelor’s, one-tier master’s, master’s and PhD study, with a deadline of 15 January 2026. The published allocation for Pakistan was 200 bachelor’s places, 70 one-tier master’s, 100 master’s and 30 PhD, and eligibility included a valid HAT or USAT score with at least 50 per cent marks. The Commission has reported awarding 1,427 scholarships under the programme since 2016.

That cycle has closed. Terms, seat numbers and test requirements change between calls, so read the next call on the Commission’s own scholarship portal rather than relying on last year’s figures or on a WhatsApp forward.

Scholarship holders and the permit fee

Holders of a Hungarian state scholarship, including Stipendium Hungaricum, appear on the aliens policing authority’s published list of exemptions from application procedure fees for a study-purpose residence permit. If you hold the scholarship, ask the mission to confirm what you do and do not have to pay before you hand over cash.

How much money do you have to show?

This is the honest answer, and it is less tidy than the figure you may have been quoted. Hungary does not publish a single funds amount for the study residence permit in the way Czechia or Denmark do. What it publishes is a condition.

What the condition says

As of 10 October 2026, the listed conditions include proof of means of subsistence, proof of accommodation, health insurance, and proof of exit conditions, which means a valid travel document together with either a ticket home or the funds to buy one. The assessment is made against your own circumstances, your tuition and the cost of living where you will study.

What to do about the missing number

Do not let anyone invent one for you. Ask the Hungarian mission handling your application, in writing, what evidence of subsistence it expects and over what period. Then build a file that answers it: a bank statement in the name of whoever is really paying, with ordinary activity rather than a single large deposit a week before filing, the tuition payment receipt, and the dormitory or tenancy document for your Hungarian address.

What documents and conditions does the application need?

The conditions are published, and they are worth copying into a checklist because each one is a separate way for a file to fail.

  • Purpose. An admission certificate or a certificate of student status proving the learning relationship.
  • Language. Evidence of the language skills required to pursue the studies.
  • Tuition. Proof that the tuition fee has been paid.
  • Subsistence. Proof of means of subsistence for the stay.
  • Accommodation. A real Hungarian address, declared on the form. A dormitory confirmation or a tenancy document.

A real address, not a placeholder

The accommodation condition asks for an actual Hungarian address on the form. A hotel booking for three nights or a friend’s address used without their knowledge is the kind of detail that unravels at the worst moment. Get the dormitory allocation or the tenancy agreement first.

Where do you apply, and what is Enter Hungary?

Enter Hungary is the electronic platform for aliens policing cases. Applicants register on it, and applications for a stay of more than 90 days are submitted electronically. An applicant who needs a visa to enter Hungary, which includes Pakistani passport holders, submits a joint application for the entry visa and the residence permit at a Hungarian embassy or consulate.

Individual missions also charge their own handling or submission fee, and some route submissions through an appointed visa services company. Those local charges are not the procedural fee above, so ask your mission for the full list before you travel to the appointment.

How long does the decision take?

The authority must decide on the merits within 60 days from the date the application is submitted. Its published general time period for procedural administration is 15 days, excluding the time taken to remedy deficiencies in the file.

Why the file quality decides the timeline

The phrase to read twice is excluding time for remedying deficiencies. If the authority writes to you asking for a missing document, the clock stops until you answer. A student who takes three weeks to send a translation has added three weeks to their own wait, and intake deadlines do not move for anybody.

Plan backwards from the intake

Count 60 days from your likely submission date, add the time you will need for attestation and translation in Pakistan before that, and compare the result with your enrolment date. If the arithmetic does not work, apply for the next intake rather than filing a thin application for this one.

Can you work while you study in Hungary?

Yes, within published limits. As of 10 October 2026, the aliens policing authority says a holder of this permit may work a maximum of thirty hours weekly during the study period, and full time outside the study period for a maximum of ninety days a year.

What that does and does not mean

  • Thirty hours is a ceiling, not an entitlement to a job.
  • The ninety days of full-time work outside term is an annual total, not ninety days per holiday.
  • Part-time work in Hungary is usually in Hungarian-speaking roles, so an English-only student should not assume easy earnings.

I would not build a tuition plan on these hours. A student who needs the work to pay the fees is one slow month away from a problem, and the permit is for study.

You travel on the entry visa, then collect the residence permit card in Hungary. From that point the permit is conditional on things you control, and this is where students lose status without meaning to.

Keep your student status active

The permit rests on an active learning relationship. Hungarian universities warn students that suspending, or passivating, student status can end the residence permit. Finish within the time allowed

The authority can refuse an extension or revoke the permit if you do not obtain a degree within one and a half times the period of study set out in the training and exit requirements. On a three-year bachelor’s that is four and a half years. Repeated failed years are not only an academic problem.

An extension must be applied for no more than 90 days and no fewer than 30 days before the permit expires, and it requires at least 90 days of residence in Hungary in any 180-day period. Put both dates in your phone the week you receive the card.

Can your family come with you?

Usually not on this route. Hungarian mission checklists state that family members of a third-country national who holds or is applying for a study-purpose residence permit cannot apply for a residence permit on the basis of family reunification.

  1. Pick the programme and read its own fee page

Open the programme page on the university’s own website and write down the fee, the language of instruction and the entry requirements before you plan a budget.

  2. Apply for admission and get the acceptance document

    Apply directly to the institution, or through the Stipendium Hungaricum call if you are going for the scholarship. The residence permit application needs proof of your learning relationship, which means an admission certificate or a certificate of student status, so nothing can start until the university has said yes in writing.

  3. Pay the tuition the institution asks for up front

    Proof that the tuition fee has been paid is one of the conditions the aliens policing authority lists for this permit. What goes wrong most often?

Reading a per-semester fee as a yearly one

Hungarian universities commonly publish tuition per semester. A family that budgets EUR 3,000 for the year, when the page said EUR 3,000 per semester, discovers the gap at the point where the first two semesters have to be paid before travel.

Treating the scholarship stipend as a salary

The monthly contribution is published as a contribution. Students who arrive with nothing behind it, no dormitory place and a private rent to pay, spend their first semester worrying about money instead of studying.

Filing without the tuition receipt

Proof that tuition has been paid is a listed condition, not an optional extra. An application submitted without it is an application waiting to be sent back for correction, and the 60-day clock stops while you fix it.

Letting student status lapse

A suspended enrolment, or a year repeated once too often, reaches the permit. The rule about obtaining a degree within one and a half times the study period is published, and it is applied at extension time.

Assuming the family can follow

The published mission checklists say family reunification is not available on the basis of a study permit. A married student who planned on the spouse joining in six months has a problem that no amount of paperwork fixes afterwards.

A realistic example

This is a hypothetical illustration, not a real client. Hamza is 22, from Faisalabad, with a BSc in agriculture and an IELTS band he sat last spring. He wants an English-taught master’s in Hungary starting in September, self-financed, with family support from an uncle in the Gulf.

  • January. He shortlists three programmes and prints the fee page for each, noting that two of the three quote tuition per semester. He drops the one he cannot fund for two years.
  • February. He starts attestation of his degree and transcript in Pakistan, because he has read that it takes weeks and cannot be rushed later.
  • March. He applies to two universities, and asks each admissions office in writing what it needs from a Pakistani applicant.
  • April. An offer arrives. He asks the Hungarian mission in writing what evidence of subsistence it expects, and gets an answer he can actually build a file around.
  • May. He pays the first two semesters as the university requires, keeps the receipt and the transfer record, and secures a dormitory place so he has a real Hungarian address.
  • Early June. He registers on Enter Hungary and submits the joint entry visa and residence permit application at the mission, with the admission certificate, language evidence, tuition receipt, bank evidence, dormitory confirmation, insurance and passport.
  • Through June and July. He answers one request for a document within two days. The decision arrives inside the 60 days, and only then does he buy the ticket.

Nothing in Hamza’s file is clever. He read the published conditions, paid what the university asked when it asked, and did not buy a ticket on hope.

The version that goes wrong

Now imagine his cousin Talha, 24, who is told by a local office that a Hungarian admission is an easy way into Europe and that a job will sort the fees out. He pays a lump sum with no breakdown, is quoted a tuition figure that turns out to be per semester, has no tuition receipt when the application is filed, and no dormitory place, so the form carries an address he has never seen. The file is returned for correction, the clock stops, the intake passes, and the money has gone to an office that promised a job this site would never have promised him.
