How do you apply for Canada Express Entry from Pakistan? (2026)

Express Entry is how Canada manages applications from skilled workers for permanent residence. This guide explains the programmes, the points, the tests, the money and the paperwork from a Pakistani starting point.

Short answer

Most skilled workers in Pakistan apply through the Federal Skilled Worker Program: at least CLB 7 in an approved test, an ECA for your degree, a year of skilled work and 67 of 100 grid points. As of 15 September 2026, IRCC asks a single applicant to show CAD 15,263 and charges CAD 1,590 in permanent residence fees. An invitation gives you 60 days to apply.

What is Express Entry, and which programme fits someone in Pakistan?

Express Entry is not a visa. It is the online system IRCC uses to manage applications for permanent residence under three federal programmes, and for someone living in Pakistan the Federal Skilled Worker Program is usually the one that fits.

You create a profile, receive a score and wait in a pool. IRCC holds rounds and invites selected candidates to apply. Without an invitation, you cannot apply.

Federal Skilled Worker Program

This programme accepts skilled work gained in Canada or abroad. It needs no job offer and no Canadian experience. That suits engineers, accountants, IT staff and nurses whose careers are in Lahore, Karachi or Islamabad.

Canadian Experience Class

As of 15 September 2026, IRCC requires at least 1 year of skilled work in Canada, or 1,560 hours, within the 3 years before you apply. That work must be done while authorised as a temporary resident, and self-employment and work done as a student do not count. There is no education requirement. It mainly helps Pakistanis who studied and then worked in Canada. If that is your longer plan, the study destination comparison sets Canada beside the other main countries.

Federal Skilled Trades Program

This needs at least 2 years of full-time work, or 3,120 hours, in an eligible skilled trade within the last 5 years. You also need either a full-time job offer for at least 1 year or a certificate of qualification issued by a Canadian authority. Electricians, welders and mechanics in Pakistan rarely hold either, so this route is less common from here.

What are the Federal Skilled Worker requirements and the 67-point grid?

You must meet three minimum requirements and then score at least 67 out of 100 on six selection factors. Meeting the minimums alone is not enough, and passing the grid only gets you into the pool.

The minimum requirements

  • Skilled work experience: at least 1 year of continuous paid work, or 1,560 hours at 30 hours a week, in a TEER 0, 1, 2 or 3 occupation, within the last 10 years. Volunteering and unpaid internships do not count.
  • Language: an approved test showing at least CLB 7 in all four abilities in English or French.
  • Education: a Canadian credential, or a completed foreign credential with an Educational Credential Assessment.

TEER is the training, education, experience and responsibilities level in Canada’s National Occupational Classification. Match your real duties to the right occupation, not only your job title. A “manager” in Pakistan may do work that Canada classifies quite differently.

This grid is a gate, not a ranking. Once you pass it, the CRS decides where you stand against everyone else. You also need proof of settlement funds, which is covered later in this guide.

How does the Comprehensive Ranking System score work in 2026?

The CRS gives every profile a score out of 1,200, and IRCC invites candidates from the top of the pool in each round. Your score comes from four groups of factors.

Core and spouse factors

From Pakistan, Canadian work experience is usually zero, so age, education and language carry the weight. With an accompanying spouse, the core maximum drops to 460 and your spouse can add up to 40. Their test score and assessed degree both count.

Skill transferability

This part rewards combinations. A degree plus strong language scores earns points, and so does foreign work experience plus strong language scores. The practical lesson is simple: moving from CLB 7 to CLB 9 can raise several parts of your score at once.

Are job offer points still available?

No. As of 15 September 2026, IRCC’s CRS pages say job offer points were removed on 25 March 2025 for current and future candidates. Before that, a valid offer was worth 50 or 200 points. In 2026, IRCC consulted on wider reforms, including bringing back job offer points for high-wage occupations only. Those were proposals in a consultation, not rules in force. A job offer can still matter for eligibility, such as under the Federal Skilled Trades Program.

How a provincial nomination connects

Provinces and territories run their own nominee programmes. IRCC says a nomination through an Express Entry linked stream adds 600 points to your score. You still have to meet one of the three federal programmes. Each province sets its own streams and criteria, and Quebec runs a separate system altogether.

Which category-based draws are running in 2026?

Besides general rounds, IRCC invites candidates who fit specific categories, and each round sets its own minimum score. On 18 February 2026, IRCC announced its 2026 categories. As of 15 September 2026, its category-based selection page lists these ten:

  • French-language proficiency
  • Healthcare and social services occupations
  • Science, technology, engineering and maths (STEM) occupations
  • Trade occupations
  • Education occupations
  • Transport occupations
  • Physicians with Canadian work experience
  • Senior managers with Canadian work experience
  • Researchers with Canadian work experience
  • Skilled military recruits

The work experience rule changed

For the occupation categories, IRCC now asks for at least 12 months of full-time work, or the same amount part-time, in an eligible occupation within the past 3 years. The February announcement said the minimum for renewed categories rose from six months to one year. The physician, senior manager and researcher categories require that experience to be in Canada, so they do not help most people still in Pakistan.

What this means from Pakistan

Nurses, engineers, developers and teachers may fit an occupation category if their duties match the listed occupations. The French category needs at least level 7 in all four abilities. IRCC also said it would focus 2026 invitations on candidates with Canadian work experience. I would treat categories as a possible bonus, not the plan. IRCC decides when each one is used.

Which language tests are accepted, and what CLB level do you need?

As of 15 September 2026, IRCC accepts five tests, and for IELTS only the General Training version counts. Your scores are converted into Canadian Language Benchmark (CLB) levels.

  • English: IELTS General Training, CELPIP-General and PTE Core. IRCC says it does not accept IELTS One Skill Retake.
  • French: TEF Canada and TCF Canada.

IELTS Academic, the version many Pakistani students take for university admission, is not on the list. Neither is PTE Academic. Book the correct test from the start, because a wrong result is wasted money.

Watch the 2-year validity

Results must be less than 2 years old when you create your profile and again when you submit your permanent residence application. IRCC says an application made with expired results will be refused. If your test is 20 months old and you are still in the pool, plan a new test now.

How do you get a Pakistani degree assessed for Express Entry?

You need an Educational Credential Assessment (ECA) from an organisation IRCC has designated. For the Federal Skilled Worker Program, an ECA is needed for your foreign education, and it also earns CRS points for it.

The designated organisations

As of 15 September 2026, IRCC lists five general organisations:

  • Comparative Education Service, University of Toronto School of Continuing Studies
  • International Credential Assessment Service of Canada
  • World Education Services (WES)
  • International Qualifications Assessment Service (IQAS)
  • International Credential Evaluation Service, British Columbia Institute of Technology

IRCC also designates three professional bodies: the Medical Council of Canada for doctors, the Pharmacy Examining Board of Canada for pharmacists, and the Canadian Architectural Certification Board for architects. If one of those covers your profession, check whether you must use it.

Documents from Pakistan

Each organisation sets its own document rules, so start with its list. WES says applicants from institutions recognised by the Higher Education Commission are directed to send their documents through HEC, which passes them to WES. Allow time for that, especially for an older degree.

Validity and multiple degrees

Your ECA must be less than 5 years old when you create your profile and when you apply. Most people need only their highest credential assessed. To claim points for two or more credentials, each must be assessed, and at least one must be for a programme of 3 years or longer.

How much money do you need to show for Express Entry?

Unless you are exempt, you must show settlement funds based on your family size. As of 15 September 2026, IRCC lists the amounts below, effective since 7 July 2025.

Who does not need to show funds

You are exempt if you are invited under the Canadian Experience Class. You are also exempt if you are authorised to work in Canada and have a valid job offer, even under the Federal Skilled Worker or Federal Skilled Trades programmes. Almost everyone applying from Pakistan therefore needs to show funds.

What counts as funds

The money must be available to you when you apply and when your visa is issued. You cannot count borrowed money or the equity in property. IRCC asks for official letters from each bank, showing your account balances and the average balance over the past 6 months. Your family size includes family members who are not coming with you.

When I look at a Pakistani applicant’s funds, the six-month average matters as much as the closing balance. A PKR account that jumped last week shows a weak average. Build the balance early, and keep the paper trail for any property sale that funded it.

What happens after an invitation to apply, and what does it cost?

An invitation gives you 60 days to submit a complete application with police certificates, an upfront medical exam and your fees. IRCC says that if you neither submit nor decline in time, the invitation expires and your profile leaves the pool.

Police certificates from Pakistan

You need a certificate for yourself and each family member aged 18 or over, for every country where you spent 6 months or more in a row in the last 10 years, counting only time after age 18. A certificate from the country where you live now must be issued within the 6 months before you submit. IRCC wants colour scans of the originals.

IRCC’s Pakistan page says Punjab residents can apply for a character certificate at any Police Khidmat Markaz in the province’s 36 districts. Other provinces and Islamabad follow their own district police processes. From abroad, you apply through a Pakistani embassy or consulate, and a relative in Pakistan can sometimes apply for you with an affidavit. The Canadian High Commission in Islamabad cannot help. If a certificate is delayed, IRCC accepts a letter of explanation with proof you applied, but an officer decides whether your effort was enough.

Worked in Saudi Arabia, the UAE or Qatar for 6 months or more? You need those certificates too, and they can take longer than the Pakistani one.

Medical exam and biometrics

Express Entry uses an upfront medical exam: after the invitation and before you submit. It must be done by an IRCC panel physician, not your family doctor. Your family members must also be examined, even those not coming with you. Results are valid for 12 months. After you submit and pay, IRCC sends a biometrics letter, and you have 30 days to give fingerprints and a photo. Children under 14 and people over 79 are exempt.

IRCC raised the right of permanent residence fee from CAD 575 to CAD 600 on 30 April 2026. Paying everything at once, a single applicant pays CAD 1,675 with biometrics, and a couple pays CAD 3,350. Tests, the ECA, police certificates and the medical are paid separately.

How long processing takes

IRCC’s service standard is a decision within six months for 80% of complete Express Entry applications. IRCC reported that from July 2025 to June 2026, about 79% of Federal Skilled Worker and Canadian Experience Class applicants received a decision within that six-month standard. That is an overall figure, not a promise for your file.

How do you apply, step by step?

Everything happens online in your IRCC account. The order matters, because tests and assessments take weeks and the post-invitation deadline is short.

  1. Check which programme you meet

    Compare your work history, language level and education with the Federal Skilled Worker, Canadian Experience Class and Federal Skilled Trades requirements. From Pakistan, most people start with the Federal Skilled Worker Program and its 67-point grid.

  2. Take an approved language test

    Book IELTS General Training, CELPIP-General or PTE Core in English, or TEF Canada or TCF Canada in French. Results must be less than 2 years old when you create your profile and when you apply for permanent residence.

  3. Get your Pakistani degree assessed

    Apply to one of the organisations IRCC designates for Educational Credential Assessment and follow its document instructions for Pakistan. The ECA must be less than 5 years old at the profile stage and when you apply.

  4. Prepare proof of funds and work evidence

    Unless you are exempt, keep at least the settlement funds for your family size in accounts you can use. Collect reference letters showing your duties, hours, salary and dates for each job you claim.

  5. Create your Express Entry profile

    Complete the profile in your IRCC account within 60 days of starting it. You enter the pool with a CRS score. A profile that receives no invitation expires after 12 months.

  6. Act fast after an invitation to apply

    An invitation is valid for 60 days. Order police certificates, book the upfront medical exam with a panel physician, and gather every document before you pay the fees and submit.

  7. Submit, give biometrics and answer requests

    Pay at least the processing and biometrics fees when you submit. Give biometrics within 30 days of the instruction letter, report any change in your circumstances, and reply to any document request on time.

What goes wrong most often?

Paying for a job offer or an LMIA

IRCC removed job offer points partly to stop the buying and selling of job offers. A “Canadian job offer with points” sold in Pakistan adds no CRS points and may be fraudulent. Before you pay any agent, read the guide to checking a visa consultant in Pakistan. Under section 91 of the Immigration and Refugee Protection Act, only members of a Canadian law society, the Chambre des notaires du Québec or the College of Immigration and Citizenship Consultants may be paid to represent or advise you.

Inflating experience or duties

Letters that copy the official occupation description word for word, or claim years you did not work, invite checks. Under section 40 of the Immigration and Refugee Protection Act, misrepresenting or withholding material facts makes you inadmissible for five years. You cannot apply for permanent residence in that time, even if an agent wrote the letter.

Taking the wrong test or letting results expire

IELTS Academic and PTE Academic are not accepted. Test results older than 2 years, or an ECA older than 5 years, at the date you submit can lead to refusal. Keep a simple calendar of every expiry date while you wait in the pool.

Borrowed or unexplained funds

A relative’s money parked in your account for a few weeks is not your money. Borrowed funds do not count, and a sudden deposit spoils the six-month average IRCC asks banks to report. Show only what is truly yours and available.

Waiting for the invitation before starting documents

Sixty days disappears quickly when you need police certificates from Pakistan and the Gulf, a panel physician appointment for the whole family, and fresh employer letters. Start what you can while your profile is in the pool.

A realistic example

This is a hypothetical illustration, not a real client. Imagine Hamza Siddiqui, 30, a civil engineer from Rawalpindi with a four-year BSc from an HEC-recognised university and six years with a construction firm. He is single and has never lived abroad.

  • Month 1: he checks that his duties match a TEER 1 engineering occupation and books IELTS General Training, not Academic.
  • Months 2 and 3: he applies for a WES assessment and follows its instructions for sending documents through HEC. His IELTS results come back at CLB 9 in every ability.
  • Month 4: he confirms he passes the 67-point grid, uses IRCC’s CRS tool, and keeps more than CAD 15,263 in his own account, with a steady six-month history.
  • Month 5: he creates his profile and requests detailed reference letters from his employer while he waits.
  • If invited: he orders his police character certificate at a Police Khidmat Markaz the same week, books a panel physician, and submits well inside 60 days.

His score is a position in a moving pool, not a promise of an invitation. He uses the wait to prepare. He also looks at the UK Skilled Worker visa and the Germany Opportunity Card so that Canada is one option, not his only one.

The version that goes wrong

Now imagine Hamza takes IELTS Academic because a friend had a spare result, and an agent in Rawalpindi offers a Canadian job offer for PKR 3,000,000 that “adds points”. His uncle deposits money a week before he applies, and the agent drafts an experience letter adding two years at a firm he left. The test is not accepted, the job offer gives no CRS points, the funds fail the average, and the letter exposes him to a five-year misrepresentation finding.

Frequently asked questions

Can I apply for Express Entry from Pakistan without a job offer?

Yes. The Federal Skilled Worker Program does not require a job offer, and IRCC removed job offer points from the CRS on 25 March 2025. A job offer still matters for the Federal Skilled Trades Program and can add up to 10 points on the separate 67-point Federal Skilled Worker grid.
